Submit a link to the Is.gd URL shortening service. As a parameter, 
supply a URL. If there is no protocol prefix (i.e., http:// or ftp://), 
http:// will be prepended by default. 

Example: 
isgd http://atimes.com/atimes/Central_Asia/IL22Ag01.html
