If you are already signed in to Westlaw, this command -- if entered without a parameter -- takes you to the Westlaw "Find & Print" form.  If entered with a parameter that Westlaw recognizes as a citation of a document in its databases, it will take you to the document.  If you are not yet signed in, you will be redirected initially to a sign-in form.
