If you use Toluu.com to manage your RSS feeds and Google Reader as 
your regular newsreader, this command will send a feed URL to 
the Toluu import tool, which will then pass it to Google. See 
http://toluu.com for more information. You must be logged in to 
your Toluu account for the command to work. The only parameter is 
the full URL of the feed you want to subscribe to. 

(The command name is from "Toluu" + "G" for Google, thus toluug.)

Example:
