URL shortener to open Diario Oficial da Uniao (official Brazilian journal)

syntax: dou -p <page-number> -d <date>
<date> should be in dd/mm/yyyy format

Easy way: 
1) Try dou -p 1 -d 25/04/2018 in order to read the journal index;
2) Read the index and check the section to be read (e.g. page 60);
3) dou -p 60 -d 25/04/2018 should finish the job!
