cenc stands for "convert encoding". It takes a URL with UTF-8-encoded
parameters, and re-encodes them with the given encoding.

Example:
cenc -to EUC-JP -url http://pt.afl.rakuten.co.jp/c/03988311.d77f8002/?sitem=%E3%81%8B%E3%82%93%E3%81%98&sv=2&p=0
