The Regular State Seal Notary Stamp is a good reliable basic stamp, the Regular State Seal Notary Stamp does require the use of a separate rubber stamp pad, the regular hand stamps are the most economical stamp choices available. Please note that the grand seal is not permitted to be used in all states. The list of states that do not permit the state seal on a notary stamp include but are not limited to AR, CO, DC, FL, HI, ID, IL, IN, MD, MI, MO, ND, NM, PA, RI, SD, VT, WA & WY.
